The Purpose Of The Disability Statutes As Set By Congress:

Physical Evaluation Board (PEB
):
...To compensate those members who were, due to physical disability, unable to complete their careers and qualify for normal retirement benefits.

PEB= PERFORMANCE BASED EVALUATION, FITNESS FOR DUTY

Veterans Administration VA:  Compensation for diseases and injuries as a result of or incident to military service which diminishes earning capacities in the civil occupations.

VA=CIVILIAN OCCUPATION BASED.

What does this mean to you?  It means that the Navy can only compensate you for disabilities which make you UNFIT to complete your career.  Not all the things listed in the VASRAD are unfitting. For info on what medical conditions require a PEB and medical problems that are not disabilities please check the SECNAV INST. 1850.4E
